The paper concludes that the most critical factor today is to create a happy and stress –free environment for the youth so that they get a chance to develop to the fullest. The National Youth Policy fails to understand this aspect of happiness. Happiness Index is developed, and its vitality is internationally recognised, so the policy-makers must look into this dimension to strengthen and empower the youth while implementing this policy with a good spirit.
