Rajasthan ranks third among other Indian states in the highest number of incidents of crimes committed against the members of Scheduled Castes and second on crimes against Scheduled Tribes. The Scheduled Castes and bScheduled Tribes in Rajasthan constitutes around three tenth of the total population of the state and unsurprisingly
also the most oppressed community. The Scheduled Castes and Scheduled Tribes of the state have resided in the places away from human settlements. They have a very disturbing past of violence and discrimination that has continued and adversely affected their present. This paper discusses the contemporary status of Scheduled Castes
and Scheduled Tribes in Rajasthan, their population and the issues faced by the members of the community in general and women in particular. Further, the paper also discusses the crimes against the members of Scheduled Caste and Scheduled Tribes communities, the affirmative actions that can help to bring them into the mainstream of
development. The paper concludes with suggesting future courses of action that can help in improving the position of these sections in the state. The paper will put forth the issues of communities particularly in Rajasthan and efforts required for qualitative improvement in the status of these communities.

The word census is derived from Rome's ancient word censor, While Roman state servants,called censors, According to the government instructions, every fifth year, the number of families and members of each family were presented and the details of economic and social facts. It was started by the sixth king of Rome (578–534 BC)
named Sarvatiya Talius. Augustus introduced this custom the Roman Empire five years before Christ.The modern census form is becoming very vivid. It includes every person, family, village, locality, city, human
beings of different administrative areas and entire region of a country and their residential, economic, social, religious, educational, ethnic, political facts, intra-regional, inter-provincial or international exchange. Containsdetails like - travel, unemployment etc. All these facts are constantly changing, so after ten years, these data are taken, so that according to the change in the facts, the government policy and plans and various items, income expenditure plans can also be amended and changed as needed.
Union Home Minister Amit Shah had told on 18 November 2019 that this time the mobile app will be used in the
census. Data will be available digitally. He said that the more closely the census takes place, the more it will help in
strengthening the country's economy. On the question related to this, Nityanand Rai told the Minister of State for
Home Affairs that this time the mixed mode will be used for data collection. The facility to collect data will be given
to the employees that either they submit the data directly through the app. Or by filling the paper form, upload it
on the mobile app.

Data security has become an important issue in the last few years. There were a lot of questions over the security
of Aadhaar data last year. Governments have a close watch on social media platforms such as Facebook and WhatsApp, whether they are misusing user data. In such a situation, people are also worried about the security of the data being collected for the population. According to the government, census data is completely secret. It cannot
be shared with any government or private agency. However, some information related to the National Population Register can be used by the government in investigation. Only the government can use the database of the final draft of the National Population Register.

There is no debate on the point that the water is an indispensible natural resource for human survival and development. Also, there is enough authoritative evidence to demonstrate that India is faced with a severe water
crisis: depleting water resources mainly ground water, pollution of water resources, rivers, ponds and aquifers, with fill impact of climate change in the forms of erratic rainfalls, floods and droughts. The rising population,unregulated use of irrigation for farming, lack of water conservation efforts and long term planning, instrumental view of water as a resources to be exploited are, among other, the major factors responsible for this crisis. Lack of safe drinking water in many parts of India’s rural and urban areas as well as crisis for irrigated farming threatens India’s water security and food security both. This a calls for new thinking on water sustainability, long term perspective on water management including conservation, use and recycling water resources and a participatory and holistic water governance in the country. This paper, besides introduction, is divided into three parts: analyzing
the nature of India’s water crisis, scope for water governance and finally the elements of new water governance in India.

Land Records Updation Programme has envisioned rectifying the errors in land records and issuing new Pattadar Pass Books with high security features to Pattadars. The official teams have visited the villages, displayed land records in Gram Sabhas, requested the pattadars to furnish their anomalies. The team leaders have submitted
their enquiry reports to concerned Tahasildars along with recorded statements on alleged irregularities. They also inspected all the Government interested lands fixed up boundaries once again and reconciled them with land records. The Tahsildars have updated land records through online, put their digital sign for issue of Pattadar Pass
Books. The teams have once again visited the villages for distribution of new Pattadar Pass Books. The outcome, percentage of error free land records of the state has been increased from 65 to 93. The present paper will critically examine the objectives, implementation, inferences, and gaps of the programme, concluded with the comments.
